The direction requires that two key roles are created and filled appropriately. ​

Senior Manager

As set out in section 5.1 of the direction the communications provider shall nominate a senior manager to be responsible for the successful compliance with the Ofcom Metering and Billing Direction. Ideally the senior manager will be a board member but this is not essential.​

The senior manager provides a strategic direction for the implementation of the Ofcom Metering and Billing Direction and act as an escalation point for the Approval Body. The senior manager is responsible for appointing an Ofcom Billing Accuracy Programme Manager(OBAPM) with such sufficient capability and experience to carry out the role. ​

Ofcom Billing Accuracy Programme Manager(OBAPM)

The OBAPM Is responsible for the day-to-day management and compliance with the Ofcom Metering and Billing Direction. The OBAPM is the point of contact between the Approval Body and the Communications Provider. It should be noted  the Communications Provider can nominate an OBAPM, but this has to be accepted by their approval body. As part of the role the OBAPM facilitates audits by the Approval Body, the supply of monthly performance metrics and the formal notification off incidents and changes. ​
